Summary: The proposed repeal would move the Instructional Materials and Technology Allotment rule to proposed new 19 TAC §67.1001, which is presented in a separate rule action.

Summary: The proposed repeal and new rule would reflect alignment with recent updates to State Board for Educator Certification rules in 19 TAC Chapter 235, Subchapters A-D, as required by House Bill 1605, 88th Texas Legislature, Regular Session, 2023.

Proposed Amendment to 19 TAC Chapter 97, Planning and Accountability, Subchapter AA, Accountability and Performance Monitoring, §97.1001, Accountability Rating System
Summary: The proposed amendment would adopt in rule applicable excerpts of the 2025 Accountability Manual. Earlier versions of the manual will remain in effect with respect to the school years for which they were developed.

Proposed New 19 TAC Chapter 97, Planning and Accountability, Subchapter AA, Accountability and Performance Monitoring, §97.1002, Accountability Rating Appeals Process and Timeline
Summary: The proposed new section would adopt in rule the accountability ratings appeals process and timeline that will supersede the timelines referenced in Chapter 8 of the 2023 Accountability Manual and 2024 Accountability Manual and apply to all accountability rating appeals from 2023 and beyond until otherwise updated.

Resumen en Español: La nueva sección propuesta adoptaría como norma el proceso y el cronograma de apelaciones de calificaciones de rendición de cuentas que sustituirán los cronogramas a los que se hace referencia en el capítulo 8 del Manual de rendición de cuentas del año 2023 y del Manual de rendición de cuentas del año 2024.
