To support improved student outcomes, Ë¿¹ÏÊÓƵ (TEA) resources and supports are aligned to the Effective Schools Framework (ESF) and are designed to build district and campus capacity to implement strong systems of instruction. The purpose of this communication is to provide information regarding campuses identified for support under the Every Student Succeeds Act (ESSA) and to outline agency resources to support the improvement of school system and campus performance. TEA is proceeding with federal identification, interventions and grant-funding processes, per an agreement reached in the recently filed accountability litigation.

Federal Identification for Interventions

Under federal accountability laws, campuses that meet certain criteria must be identified for Comprehensive Support and Improvement (CSI), Targeted Support and Improvement (TSI) or Additional Targeted Support (ATS). The methodology for these identifications is detailed in the state’s ESSA consolidated plan and summarized in the 2024 Accountability Manual. The School Improvement (SI) federal identification lists are publicly available on the 2024 Accountability System webpage in compliance with federal mandates. Campuses’ underlying accountability reports in the Ë¿¹ÏÊÓƵ Login (TEAL) Accountability application have also been updated to include the Identification for Schools for Improvement report.

Federal Intervention Requirements

Comprehensive Support Campuses

Comprehensive (CSI) campuses are required to participate in interventions. These include: Ìý

  • Engaging in an Effective Schools Framework (ESF) Diagnostic to assess improvement needs;Ìý
  • Developing a Campus Intervention Team, including identifying a District Coordinator of School Improvement (DCSI) and entering the DCSI’s contact information into the Intervention, Stage and Activity Manager (ISAM) application in the Ë¿¹ÏÊÓƵ Login (TEAL);ÌýÌý
  • Engaging in touchpoints with agency School Improvement staff;Ìý
  • Developing and implementing a Targeted Improvement Plan (TIP), and/or Turnaround Plan (TAP) that is approved by the local school board; andÌý
  • Submitting the Target Improvement Plan and/or Turnaround Plan and implementation updates to the agency.

Targeted Support and Additional Targeted Support Campuses

Campuses identified for Targeted Support and Improvement (TSI) and Additional Targeted Support (ATS) are required to develop and implement a Local Improvement Plan (LIP). School systems may be required to submit these plans to the agency upon request. Guidance for LIP development, including a recorded webinar, will be posted on the Division of School Improvement webpage by September 30, 2024.

Grant Opportunities for Campuses with Federal Identifications

All school systems with Title I-served campuses that are identified for interventions under federal accountability (CSI, TSI or ATS) are eligible to apply for competitive grants from the Title I, 1003(a) School Improvement Grant funds. These grants will launch in fall 2024 with the Learning Acceleration Support Opportunities (LASO) grant opportunity.
